Team Changes
- Lola withdrew from the championship; their entry was taken by the nascent British American Racing team.
Driver Changes
Pre-season
- Jeremy-Etienne Voeckler dovetailed his team management duties with a race-seat, partnering Damon Cannon at Jordan.
- Former champion Daniel Moreno partnered Ben Fleet at the Arrows team.
- Both Minardi drivers were released from the team. Their places were taken by Dane Nicklas Kristiansen and Brit Deanna McMohan, who both impressed in the 1998 Duel in the Desert.
- Gonzalo Solari left Minardi to join BAR. Pieter Kickert was hired to lead the team.
