Changes
A new rally in the Caucuses mountain range debuted on the calendar for the first time, the original plan was to have the headquarters for the race be in Volgograd in Russia but that was deemed too far, then Baku in Azerbaijan was thought of but the idea was scrapped in the end Georgia was chosen as the country to have the headquarters for the Caucuses round, it would have shared being the headquarters with Volgograd or Baku if those ideas had gone through.
A new endurance format was introduced at the Rally of the Americas, Endurance Rally was instantly a hit and was tested throughout the rest of the season as the stages/racing was closer, the endurance rule was dropped for the first 3 rounds of the 2019 due to safety concerns, however the format was cancelled after this season and returned to normal FIA Rally rules meaning the rallies (if applicable) would follow the real life stages/timings of the WRC.
Rule changes
Drivers were permitted to choose a permanent number, similar to the numbering systems used in Formula 1, MotoGP and DTM. Prior to the 2019 championship, the numbering system was based on the manufacturers' championship standings from the previous year. The reigning world champions still competed with the number 1 and their permanent teammates were assigned the number 2.
