A new rally in the Caucuses mountain range debuted on the calendar for the first time, the original plan was to have the headquarters for the race be in Volgograd in Russia but that was deemed too far, then Baku in Azerbaijan was thought of but the idea was scrapped in the end Georgia was chosen as the country to have the headquarters for the Caucuses round, it would have shared being the headquarters with Volgograd or Baku if those ideas had gone through.
==Rule changes==
Drivers were permitted to choose a permanent number, similar to the numbering systems used in Formula 1, MotoGP and DTM. Prior to the 2019 championship, the numbering system was based on the manufacturers' championship standings from the previous year. The reigning world champions still competed with the number 1 and their permanent teammates were assigned the number 2.

Points were awarded to the top ten classified finishers in each event. In the manufacturers' championship, teams were eligible to nominate three crews to score points, but these points were only awarded to the top two classified finishers representing a manufacturer.

The 2019 Global Rally Series was the forty-sixth season of the World Rally Championship, an auto racing championship recognised by the Fédération Internationale de l'Automobile (FIA) due to funding reasons the R2 junior and Rally GT seasons were not held during this season.

At the conclusion of the championship: TBD won the Drivers Championship at TBD whilst TBD won the Manufacturers Championship at TBD.

The season featured all custom drivers.
